server going when it runs out of RAM.  However, the server should not be
using swap during normal operations.  If it is, you need to add more
RAM.  Any time the server is using any significant amount of swap, it
will slow down noticeably as swap is *MUCH* slower than RAM.

Particularly with RAM prices these days, this is a fairly cheap fix.
