I have played around with the character set in samba but not
successful yet. I go back to rsyncd as suggested, but now I could run
it using the default service.bat included in the package. Before I
think I make a mistake when type command line to run rsyncd as
service.

It could backup windows 2000 server using rsyncd without any problem,
and I will continue with windows 2003 server
