The PHB's always say that, but the way to nip that in the bud is reply with 
"Ok, what PO do I need to use to buy the hardware and software this will 
require, and what cost center do I charge for the 400 man-hours it's going to 
involve.....?  And who's going to do my job while I'm working on this...?
