After working on this further, I was able to get 
http://www.consolejunky.net/cwrsync-vss/ to work on our Windows XP computers 
while running as a daemon.

This has accomplished everything I've needed it to.  I simply created a 
.conf file, secrets file, and made a small command script that automatically 
runs the command to install the file as a service.  So, I use Windows File 
sharing to copy the files to C:\rsyncd and use psexec to issue the execution 
of the .cmd file to install the service.  Once this is done, I don't have to 
worry about any additional scripts, it just works.  The only unfortunate 
thing is that it only works with 32 bit versions of Windows.  If anyone out 
there understands what they did on consolejunky and can easily write a 64 
bit version of rsync.exe with vss embedded, it would be *greatly* 
appreciated!!!
