That archive bit could be modified by any program, not just specifically backup programs.  If a certain piece of software needs some function to exist in the filesystem, the could easily use that archive bit for some other purpose.  it is not worth the risk of missing important files to rely on the archive bit.

You mean when more than one application is used for Backups?
