no. rsyncd only does an MD4 challenge, but does not encrypt the transfer. to encrypt the transfer you must use ssh or some sort of VPN tunnel.
Typically, rsync-over-ssh will not be remarkably slower that rsync->rsyncd but on windows the cygwin ssh server is not very fast.
Has anyone tried freesshd for windows? I cannot tell if it is using cygwin or not. seems the cygwin is a slow point with ssh, so and alternate ssh server on windows could improve the situation.

Is the data encrypted when I choose rsyncd as transfer method in BackupPC?
