I think your amandad is somehow not running with the correct group id. 
Can you show us the relevant lines from inetd.conf or xinetd.d?  Or else
your inetd hasn't been `kill -HUP'ed since you last changed its
configuration file.  Or, has the amanda user all necessary permission to
the directories leading to the runtar binary?
