I haven't gone into details, but I think it mainly fakes file permissions.
The main use is that you don't have to have _real_ root to do stuff which
doesn't really necessitate it. Debian has such a thing as auto-builds, and
for various reasons it makes sense not to have to have root to construct
package files.

The package scripts sort out the file permissions before package construction
(make install isn't used directly).
