Actually, it does work well.

The client laptop boots up
The VPN service starts (openvpn for example)
The VPN connects to the backup server
On bootup from windows, run a small script which simply 'clicks' the
button to ask backuppc to attempt a backup immediately.
Every hour, the backup server checks each client to see if it is
connected and can do a backup if one hasn't completed recently.

If you need to, add the various VSS scripts to be able to backup open
files, etc...
