Yes, backuppc does have pre/post command capabilities, but the question is 
about 
powering up/down the server itself.  I'm not sure anyone has even considered 
that before - for me, having the server available for web browsing/restores all 
the time is an important feature (plus it takes most of the night to run 
backups).
