I know very few situations where we can have "optimal settings" as a rule. IMHO, in your case, there is a lot of variables that should be considered when deciding about which "Max Bandwith" value should be used. Such as: amount of RAM, amount of CPU, how many KVM VMs, how many traffic (interfaces, are they boundled?, etc.), how is your traffic configured (vlans to reduce broadcast domains?, etc.), etc.
So, unfortunately, I have other virtualization environments working fine (bonding for specific traffic, VLANs for reducing broadcast domains, etc.) with Bacula and no problem with Bacula throttiling my servers.
