You're saying running bacula-fd from admin CMD gives no error, yet it doesn't 
start? That's very strange. Are you sure you're running it with admin 
privileges? Are you using 32 or 64 bit installer (if you have 64-bit windows, 
try also with the 32-bit installer just to see)
