BlackoutPeriods 
hourBegin - 7
hourEnd - 19.5
weekDays - 1, 2, 3, 4, 5
 
BlackoutGoodCnt = 7

What is your blackout setting, and are you sure the targets in
question have been seen BlackoutGoodCnt days up on the network outside
of the blackouts?
