Short answer is you need to copy the pool and the individual pc
subdirectory on each invocation for rsync.

Thank you for pointing me in the right direction.  You are right, I have no 
idea why I was trying to do it the way I was.  I actually did search through 
my e-mail repository archive but didn't find anything (but that doesn't mean 
it wasn't there).

    *Stop BackupPC
    su __BACKUPPCUSER__
    cd NEW_TOPDIR
    mkdir pc
    cd pc
    __INSTALLDIR__/bin/BackupPC_tarPCCopy __TOPDIR__/pc | tar xvPf -
