I think it would be useful to be able to split the concepts currently 
tied together in 'full' backup runs.  That is, to have separate option 
to control when to add the --ignore-times option to rsync.   That would 
make it possible to get the tree rebuild and new comparison base 
operation without always taking the time hit to verify the file contents.
