This is a little confusing.  The client does act as an ssh server (not a 
backuppc server) and must accept connections but the ssh login is as 
root.  There is no need for a backuppc user on the client, and no need 
for it to be able to originate an ssh connection to the backuppc server. 
You are wasting your time trying anything except starting as the 
backuppc user on the backuppc server and making the ssh connection as 
root on the clients.
