I doubt if anyone can help diagnose the problem without a lot more 
details regarding the way you are trying to restore and what error you 
get.  Also, the best alternative approach will depend on the destination 
OS and network capabilities.  For example you might be able to use ssh 
to run the command line Backuppc_tarCreate, piping the output to a local 
tar to restore the files.  If you can get the arguments and pipeline 
right, not much can go wrong with that.
