This is not about balancing your level 0 dumps, but with
"inparallel 1", you are not using any possibility
to do things in parallel, a very useful feature in Amanda.
From my archive run in the weekend, doing only level 0 dumps:

The total run did take 10 hours, 10 minutes, of which half
an hour was spent doing the estimates.
If all the backups would run sequentially (when I force it
with "inparallel 1") it would take over 54 hours.
I start that backup on sunday morning early at 0:05, so that
would take until tuesday morning...
I run with "inparallel 10" and some fast clients also
with "maxdumps 2", allowing for 2 backups at the same time
from such a clien. (Make sure you specify a correct "spindle"
number in the DLE for those clients!)
Is the reason why you run 4 configs, and doing 4 things in parallel
instead of letting Amanda worrying about doing as much as possible
in parallel?
