It sounds like you may have to set the option offline_before_unload=1.
You may also need to make sure that the changer itself is not set to
sequential mode. An easy way to test is to load a tape and write to
it...then try to change it via the command line. If you have to run 'mt
offline' then you need to set the option. I am also assuming you've
amlabeled the tapes.
Also, post the relevant debug files.
