Below is taken from the error messages manual. It would be nice to know if
this is a new installation or one that has worked in the past and has now
stopped.
ACO4210E Failed to connect to SQL server.
Explanation: An attempt was made to connect to a SQL server. This attempt
failed.
System Action: Processing ends.
User Response: There are several reasons why a connection could not be made
to the SQL server:
Insufficient memory
Maximum number of connections to the SQL server have been reached
SQL Server is unavailable or does not exist
Login information is incorrect.

User Response: Choose a server that has the database object, or backup the
database object to this specific server.
