The end of this email says:

does not normally move a job from one device to a second and it will
never continue a job from one media type to a different. The first

If this is true, then it sounds like I really only have two options, use 
"vchanger" or turn my
jbod into a raid.  Over the past couple of months testing I have started to 
really like Bacula,
  but it seems like the disk-to-disk backups are kind of limited.  or I am just 
not understanding
some of the config files and I'm not setting it up properly. :-)
