So after installing Cygwin into my RAID of hard drives and waiting the forever 
it took, I finally have a cygwin1.dll. I gave up looking through those tar.bz2 
files for it.

The cwRsync package had the same old 1.7.2 version of the DLL I already got in 
February not the one being proposed.

The old DLL was 2420KB, the new one is 2548KB for anyone interested. I can also 
put this DLL up on my server if people just want the DLL to fix their windows 
systems like I did. I'm gonna put the DLL around the network and see what 
happens in the afternoon when most all backups should be completed. Most of my 
backups' blackouts end at 2am, some at 1am. We'll see how this goes.
