In regards to permissions:
The vchanger work directory must be writable by the uid/gid
bacula-sd runs as.
The vchanger config file must be readable by the uid/gid bacula-sd
runs as.
The filesystem on the USB drive(s) must be writable by the uid/gid
bacula-sd runs as.
