If you saturate your upstream connection, your computer can't send the 
acknowledge packets for the downstream connection and the downstream speed 
will suffer as well.

You need to implement a QOS (quality of service) system to limit the 
upstream speed for bacula, probably 5.5 would suffice to allow enough 
bandwidth for the flow control packets to avoid impacting the downlink 
speed.
