I have similar situation, where I have one storage device for each client (30 
clients), I also do full backup to tape and full backup to disk and incremental 
backup to the disk, the filesets are same except disk based backup as 
compression option.

I ended up writing a perl script to generate dir, sd and fd config files for 
the bacula server. Since lots of parameters are same, I loop through the list 
of clients, I only have to make one change in the loop and run the script to 
generate the config files.
