As per the previous suggestion, investigate the high latency. Try
testing the link while there is no other traffic (ie with ping while
rsync is stopped), etc. Latency should be as low as possible, though the
actual value will depend on the medium (fibre, copper, DSL, satellite,
etc) you are using.
