Looks like I found a way to progress. I noticed other settings in
BackupPc web interface for windowx xp box and I found
'RsyncAuthRequired' was checked but RsyncdUserName and RsyncdPasswd
were empty. Didn't realize I had to mention username and password
there. After editing those values and saving configuration, the
command line dump seems to be progressing.
