It was too old, so I installed from source (downloaded the archive from
the BackupPC project page).

I created separate keys for the backuppc user, like I always do.

Thanks for the tip.  Downloaded and installed (after moving out of the
way the previous source installation).  Results:

1. manual backups from cli work (as before)
2. scheduled backups fail (same error as before)
3. manual backups from web interface fail (same error as before)

The new package sets the backuppc users's home dir to /var/lib/backuppc.
That's where I put the .ssh dir and keys, and the .bashrc in which I
have the keychain config.

I haven't tried running apache as the backuppc user yet to test my
hypothesis.

Any other ideas?
