Rsync has a number of advantages, and isn't any more complex than smb. 
(All I have to do to set up a new Windows box via rsync is drop a
directory in the Windows box ... that's it.)

Seriously?  You're having trouble with a 20 second smb timeout, and you're
going to try 25 or 30 seconds?  Is there a reason you wouldn't just make
it five minutes?
