It sounds like you've never heard of volume management.  You can already 
split the load of a single filesystem across multiple devices, in pretty 
much every single modern operating system.  Filesystem gets full, you 
can add more volumes and grow the filesystem.  This is not difficult, 
and not a problem that needs solving.

If this is a limitation of the OS you want to put BackupPC on, then you 
need to choose a different OS.
