The main backuppc specific thing is how to generate a tar file with 
BackupPC_tarCreate:

The rest is just ordinary Linux nuts and bolts.  Boot one of  the live 
cd isos that will bring up the network and give you an assortment of 
tools.  Fdisk/mkfs something resembling the original partition layout, 
mount them somewhere, then ssh the appropriate BackupPC_tarCreate 
command, piping to a local tar extract to restore.  Personally, I like 
to restrict the backup runs to one file system with separate runs for 
each.  If you do everything in one run you'll have to mount the new 
partitions into their relative positions to make the restore work. Then 
you have to install grub to make the disk bootable.
