Checked a working vtape-setup of one of my customers right now (got a
valid report from that system an hour ago):

It should be

file:/

(one slash) as mentioned in the HOWTO.

"file:" chooses the driver (would have to browse the docs for the spot
where this is described in detail), the part after the ":" gives the
directory in this case.
