Really intriguing problem :-)
I checked the logs:
/usr/local/var/amanda/DailySet1/log/amdump.1:planner:
USE_AMANDAHOSTS CLIENT_LOGIN="backup" FORCE_USERID HAVE_GZIP
You checked here the logs on the server, but you should check the
debug logs on the client (in /tmp/amanda/ probably).
Each time amandad starts it will dump its config like planner above.
Does it say CLIENT_LOGIN="backup" there too?
I guess it does, otherwise amandad wouldn't complain about being
run as root... But nonetheless...
One more thing that happend to other users: you could have a problem
with nis/ldap so that /etc/passwd and nis/ldap are out of sync for this
user and while you check /etc/passwd, the system somehow uses the other
mapping (backup = 0 instead of 507)in some other cases.
While sitting here, thinking, one more wild guesses...
What is the home directory of user backup? Is it /root ? (should not)
What is the permission of the amandad program itself? (should not be
suid-root)
