You can force a Level 0 by using amadmin:
amadmin ConfigName force Hostame Disk

Example:
-bash-3.00$ amadmin DailySet1 force bugs.zmanda.com /etc
amadmin: bugs.zmanda.com:/etc/amanda is set to a forced level 0 at next run.
amadmin: bugs.zmanda.com:/etc is set to a forced level 0 at next run.
-bash-3.00$
