You have /dev/.static/dev/sg0.  Is there also in that
directory other sg#'s and st#'s?  I'm unfamiliar with
ubuntu's /dev/.static   But the tape drive (you see it
on sg0, and the changer mechanism, should appear as
different devices.

You earlier said your tape hardware was an HP 24x6.

When I install this unit on Solaris or linux, the two
devices come in as the same scsi id number,
but different LUN's.

If your hardware or kernel is not scanning on boot for
LUN's greater than 0, it may be missing the changer.

This HP model has several configuration switches, some
on the back panel and some internal (may require removal
for access).  Some of these have to be set to OS-specific
settings (AIX, HP-UX, Solairs, Windows, ...)  It made a
big difference when I used that same unit on my Solaris
system.  If you don't have an installation manual, you
might want to check HP's very good web support pages
for the manual and look up what the settings should be
for linux.  Then confirm your device is correctly set.

Then check your kernel settings (I'm not sure how to
check this, but others will chime in) to be certain
you are scanning for LUN's > 0.
