Here you got the reason why amanda did not start other dumpers:
you configured a too low value for bandwith.

define interface eth0 {
    comment "10 Mbps ethernet"
    use 400 kbps
}

Amanda was already using more than 400kpbs when dumping a DLE
and here is specified to limit this.
