Correct.
You can do a VM full backup with the basic client, without TSM/VE.
For incremental forever you need the VE license.

OK now that I have put a copy of the LIC file into the BACLIENT directory it 
looks like the GUI is working now (it gives me the incremental forever option). 
 I guess maybe this is a feature it will only show you if it sees the license 
file?  I have one of my co-workers downloading from the PPA now but that will 
take a while.
