That is what you should get and proves the binary is executable. 
Did you get a log from the telnet localhost 13782??
Is this a Solaris 10 server?? 

Try starting bpcd in standlone mode- 
e.g. /usr/openv/netbackup/logs/bpcd -standalone

Then can you connect??
