It would help if you could also supply what version of networker you are
running and what storage/media/type of tape drive or AFTD is receiving
the bootstrap backup... Also how large is your bootstrap ?? 
I think it's normal for NetWorker to suspend other activities during a
bootstrap backup... You would not want anything to interfere with a
bootstrap that could cause it to fail and make it un-usable for recovery
purposes...
