This error is typical for Linux clients which use DHCP for IP address
configuration. It might be related to the DHCP server being inaccessible
at the time when the client send the DHCP request. It might be also be
related to your Ethernet card driver taking the NIC down when it loads,
thus causing the switch to put the port into blocking mode (spanning
tree state) for 30 seconds. Configuring this port in the switch to
port-fast (Cisco speak) will solve this problem.
