Jack,
I think you will need more than dbconf.dat.  There is also a file
/usr/OV/conf/snmpColFiles that defines what you archive to SQL and the
method.  Have you tried the SMIT or Tivoli Desktop routes I suggested?
If you have a good install, you should find the menu options you want
there.
