I do full backup every 6 weeks, cummulative every 2 weeks in between,
and the retention of all of them is 6 months (I also do incrementals
every day that I don't have either full or commulative, but that's not
relevant).

Say I took a full backup on January 1st, which will expire on July 1st.
The next 2 cummulatives will expire on July 15th and August 1st, but I
won't be able to use them for TIR restore during July, so as far as a
directory/disk restore - they are useless in the last month of their
life.

Before NetBackup we had another backup software (SM-Arch, which died
when Legato bought them a couple of years ago), and it had this feature,
as well as many other nice features that NetBackup doesn't have.
