local0 is not a process -- in syslog terms, it's a "facility". Try running the command "man 3 syslog" and see all the options available to the programs that use syslog.

Any process can make a syslog call with "local0" specified as the facility. It is supposed to be that local0 through local7 are for local processes (not pre-assigned to system daemons and such). I assume, that some of the NetWorker code has been programmed to use "local0" as the facility on the syslog calls.
