All of them at the same time. A NetWorker server running 7.3+ is not compatible with a storage node running 7.2.x or less. Upgrade the NetWorker server and then do the storage nodes immediately after.

Please note that "master server" is not part of the terminology used in NetWorker circles. I believe that it is a term used when dealing with NetBackup.

Is there a good reason why you are going to 7.3.3 rather than 7.4.1? Do you perceive it to be more stable? If so, what particular bugs are you expecting to avoid?
