If you go to www.bacula.org -> Downloads -> Download Center
you will find where you can download the Windows binaries for 7.2.0 or
7.4.0 for personal use free of charge. 

However, if you are a hosting company, you should go to Bacula Systems
and purchase the binaries. I prefer to consider the modest fee a
donation for more open source features for those who really can afford
to make a donation, but the real reason is that it is simply to
compensate Bacula Systems for the work they pay to be done (writing
code, building the package, making it available).  No it is not a
Windows issue.  I am not 100% sure that they currently have the 7.4.0
binaries, but the 7.2.0 binaries *should* work with a 7.4.0 community
version.  If you *really* need a non-personal use license for the 7.4.0
binaries, please contact me directly at kern AT sibbald DOT com.  However, I
will be off-line for a couple of days while travelling.
