because that's what is supplied and supported by Redhat for their
enterprise versions.

Anything newer is unsupported by contracts but Redhat do backport newer
bugfixes to older software builds while maintaining the same minor
version numbers.

Centos follows Redhat builds, so it's inherited the same versioning.

There is a significant version jump in RHEL6/Centos6, but that's still
only a beta release.
