Well, that's a difficult questions - either you force people only
doing disk backups to install mt (and mtx, though that requirement is
under discussion, perhaps even removed already), or you leave that
part of the system setup to the administrator.
However, in the (currently rather hidden) chapter on "Testing your
tape drive", which is clearly pointed to from the "Getting started
with Bacula" part of the manual, mt is referenced as a tool to use
before going into production. Had you followed the manual, you would
have noticed that mt is missing earlier...
