I'm considering to turn on "Rerun Failed Levels", but the manual says:

    [...] the Ignore FileSet Changes directive is not considered when
    checking for failed levels, which means that any FileSet change
    will trigger a rerun.

I don't understand what that means...

let's say that the fileset changed, but that IgnoreFileSetChanges was
enabled so that it ran as Incremental as usual.  will that successful
Incremental job still be regarded as failed?  or does it mean that a
failed Incremental can be considered a failed Full if the fileset had
changed?  even if the job wasn't upgraded?
