Is rsyncd listening on the IPv6 interface? Or only the IPv4 interface? Theerror message says that rsync is attempting to connect to the IPv6loopback.

Also, your test command is a push command. The arguments are source anddestination. My test command is a pull command that pulls from the "remote"(rsyncd) end a list of modules. Your command tries to copy a local file tothe remote rsyncd server.
