I posted this back in June, but I let the ball drop and didn’t
check the web site for any replies. I just saw Adam’s reply today.
In answer to your question, I have been manually deleting backups by
using BackupPC_deleteBackup.sh. At one time I also just did “rm -rf”
in the backup directory.
I had switched on filled=yes just to see if that would make a
difference, but it didn’t.
I’m attaching two screenshots, backuppc1.jpg from June, which
started with backup 12, while backuppc2.png is most recent and starts with
backup 0. I’m also attaching my config file and log.
Thanks, and sorry for the late reply.

Well, I don't know about backup #18, except that I doubt it would be
deleted until after 12, 14, 15, 16, and 17 are all deleted.
However, I agree something is wrong with your backups. The oldest backup
is #12, but apparently that is a incr backup, and this should be
impossible, since an incremental depends on the preceding full, which
has apparently been removed.
Has someone been manually deleting backups?
Of course, you seem to have filled = yes, so perhaps this makes all
incrementals a 'full', and thus incremental and full backups are aged as
per the config.
Oh yeah, you didn't supply the config either, so we don't really know
what might have happened, nor what should have happened. While your at
it, perhaps a copy of the logs might also be helpful, so we can see what
backups were expired and when...
